Sam Wah was a gambler in Gold Town, and a high ranking member of France City Triads.

Aside from occasionally being seen around town, Marston can play against him in a game of poker at the Gold Town saloon. He is known for being very lucky and difficult to bust out.

It is said Sam was born in Hong King in the People's Republic of China, and was employed as a soldier by Triad boss Giuseppe Li-Hong before he made many troubles in France City in 2014. He started work for him as the manager of a meat packing company in Mid Town, France City, France, and also acted as his bodyguard. One day, he accompanied Giuseppe and another member, Jung Fook-Sing to a beach club in Town's Palisades, and made sure that the two were protected in their three-car convoy. However, Triads enemy Gideon Kane arrived on a red motorcycle and gunned Sam down as he drove Jung and Li-Hong away from the entrance as the day closed. Sam was hit in the back by a Mauser Pistol bullet, as was Li-Hong, the two however survived and crawled away but Kane thought they were dead, so he left the scene to get his reward. Jung was shot in the chest of as he attempted to chase Kane, but also survived despise the fact Gideon thought he died.
