Joe can be found at Logan's Garage in Industrial Zone, or at a boat repairing station located in the middle of the sea, in both Miami and Cuba. He can also be found smoking a cigarette at the garage sometimes. He can also be seen as one of the fighters that the player can bet on in a Bloodsport fight. He is a strong wrestler to face off, and usually wins in a fight. He also appears as a common enemy during the turf mission of defending the Oakley's Drive-In Theater from the Trailer Park rednecks.

- Like most other normal citizens in game, if he is attacked, he will not fight back, instead he shall cower like all the others. But he will keep spitting out threats and violent insults at the player, even while he cowers, unlike most other citizens do.
